840.05   AMBULANCE EQUIPMENT.
   (A)   Required equipment in each ambulance shall include, at all times when the ambulance is in use as such, equipment adequate, in the judgment of the Inspection Officer, for light rescue, light protected extrication, dressing wounds, splinting fractures, controlling hemorrhage, providing oxygen, assisting respiration, monitoring blood pressure, pulse and respiration rates, and assisting in emergency childbirth and management of the mentally deranged, as well as a heart monitor, a defibrillator and drugboxes with appropriate drugs. Necessary equipment shall also include endotracheal intubation equipment, pulse oximetry, blood glucose monitoring equipment, pediatric advance life support equipment, vacuum splints, automatic resuscitators, external cardiac pacer, and cellular phones.
   (B)   All ambulance vehicles shall display a current State of Ohio vehicle inspection sticker.
   (C)   The Inspection Officer is hereby authorized and directed to promulgate regulations, after public notice and opportunity for public hearing, and upon approval by the Mayor, to implement the standards provided in this section as to required equipment in ambulances. In determining the adequacy of equipment, the Inspection Officer shall take into consideration the current list of essential equipment for ambulances adopted by the American College of Emergency Physicians or its duly authorized Committee on Trauma. Each licensee of an ambulance shall comply with such regulations as may be promulgated by the Inspection Officer and shall maintain in each such ambulance, at all times when it is in use as such, all such equipment as may be prescribed by the Inspection Officer.
   (D)   The EMSO must be capable of providing telephonic and radio communication with the Fire Department and area hospitals at all times and the EMSO shall report when such communication equipment is out of service and when such communication system is back in service.
