840.01   DEFINITIONS.
   As used in this chapter:
   (a)   "Ambulance" means any motor vehicle or air craft that is specially designed, constructed or modified and equipped and is intended to be used to provide basic life support, intermediate life support, advanced life support, or mobile intensive care unit services and transportation upon the streets or highway of persons who are seriously ill, injured, wounded, or otherwise incapacitated or helpless.
   (b)   “Ambulette” means a motor vehicle that is specifically designed, constructed, or modified and equipped and is intended to be used to provide transportation upon the streets or highways of this state of persons who require use of a wheelchair.
   (c)   "Attendant" means a State of Ohio certified emergency medical technician (EMT) or State of Ohio certified emergency medical technician - Basic (EMT-B) or State of Ohio certified emergency medical technician - Intermediate (EMT-I) or State of Ohio certified emergency medical technician paramedic (EMT-P) who is responsible for the operation of an ambulance and the care of the patients, whether or not the attendant also serves as driver (See Ohio R.C. 4765.01(B), (C), (D)).
   (d)   "Attendant-driver" means a person who is licensed as an attendant and a driver.
   (e)   “Basic Medical Transport” means an unmodified motor vehicle used to transport persons to medical service providers for non-emergency healthcare services.
   (f)   "Code number 1 call" means a call for nonemergency medical assistance.
   (g)   "Code number 3 call" means a call for emergency medical assistance.
   (h)   "Driver" means an individual who is licensed by the State of Ohio to drive or pilot an ambulance and who is at least a State of Ohio certified emergency medical technician (EMT) at all times.
   (i)   "Emergency medical service" means any of the services described in Ohio R.C. 4765.35, 4765.37, 4765.38, and 4765.39, that are performed by first responders, emergency medical technicians-basic, emergency medical technicians-intermediate, and paramedics. "Emergency medical service" includes such services performed before or during any transport of a patient, including transports between hospitals and transports to and from helicopters.
   (j)   "Emergency Medical Service Organization (EMSO)" means any person, organization or entity using first responders, EMTs-basic, EMTs-I, or paramedics, or a combination of first responders, EMTs-basic, EMTs-I, and paramedics, to provide emergency and non-emergency medical services. This includes such services performed before or during any transport of a patient, including transports between hospitals and transports to and from helicopters and nursing home or assisted living facilities.
   (k)   "Inspection Officer" means the person designated by the Fire Chief to perform ambulance and Emergency Medical Service Organization inspections under this chapter.
   (l)   "License Officer" means the person designated by the Mayor to administer the licensing requirements under this chapter.
   (m)   (1)   "Nonemergency Medical Transport Organization” means a person that does both of the following:
         (A)   Provides services, not otherwise defined as an emergency medical service, to the public on a regular basis for the purpose of transporting individuals to receive health care services; and,
         (B)   Provides the services for a fee, regardless of whether the fee is paid by the person being transported, a third party payor, as defined in Ohio Revised Code Section 3702.51, or any other person or governmental entity.
       (2)   “Nonemergency Medical Transport Organization” does not include a health care facility, as defined in Ohio Revised Code Section 1751.01, that provides ambulance or ambulette services only to patients of that facility.
   (n)   "Patient" means any individual who as a result of illness or injury needs medical attention, whose physical or mental condition is such that there is imminent danger of loss of life or significant health impairment, who may be otherwise incapacitated or helpless as a result of physical or mental conditions, or whose physical condition requires the use of a wheel chair. For purposes of nonemergency medical transportation a patient is any person seeking medical attention from a health care provider.
   (o)   "Person" means any individual, firm, partnership, association, corporation, company, entity, group of individuals acting together for a common purpose, organization or agency of any kind.
   (p)   “Registration Officer” means the person designated by the Mayor to administer the registration requirements under this code.
