No pawnbroker, his agent, employee, associate or other person on the premises of any pawnbroker shall receive any pledge or purchase any articles from any minor, from any person who is at the time intoxicated, from any known habitual drunkard or from any person who is known or believed by such person to be a thief, an associate of a thief or a receiver of stolen property.
