No person, either as owner, lessee, exhibitor or agent for another, whether or not he is a holder of a mechanical amusement device arcade license, shall permit the operation of a mechanical amusement device by any minor under the age of sixteen years unless such minor is accompanied by his parent, guardian or other adult person having charge of him.
