(A) The Mayor shall notify the applicant of his intention to refuse to issue or renew a massage technician license, or may revoke or suspend such a license, when he finds any of the following:
(1) The massage technician has been convicted of any sex offense, as defined in Chapter 2907 of the Ohio Revised Code or Section 666 of these Codified Ordinances, within the past five years, unless the applicant can demonstrate that said conviction was for conduct that bears no reasonable relationship to the applicant's fitness for a license.
(2) The massage technician violated any of the provisions of this chapter.
(B) The issuance, renewal, denial, suspension or revocation of a massage technician license shall be pursuant to the provisions of this chapter and subject to the hearing requirements of Section 802.09 of these Codified Ordinances, unless a prior hearing is not feasible because of an immediate threat to the health, safety or welfare of the community.
