It shall be the duty of every licensed junk dealer handling junk motor vehicles or parts thereof to deliver, or cause to be delivered, to the Chief of Police or his representative, every day except Sunday or a legal holiday, before the hour of 12:00 noon, a copy of the records required by Section 828.15 and such other information as the Chief of Police may require relating to the secondhand motor vehicles, parts and accessories acquired, wrecked or left in his possession for sale, storage, remodeling or wreckage on the preceding day or, if such day is a Sunday or a legal holiday, on the two preceding days. All reports required by this section shall be made on blanks prepared and furnished by the Chief of Police, and each report shall be signed at the bottom by the licensee or his duly authorized representative. The Chief of Police shall cause a record to be kept of all reports, showing the date and time each report is received and the name and address of the licensee making the report. Upon obtaining the written consent of the Chief of Police, any licensee may dispense with making the required report to the Chief for any part or accessory whose original value was not more than ten dollars ($10.00).
