The Mayor shall cause all premises used for the business of a junk dealer to be inspected not less than once every fifteen days to determine whether any of the provisions of this chapter is being violated. Inspections shall be made by such person as the Mayor shall designate; such person shall make and file a written report of each inspection with the City License Clerk setting forth:
(A) The name of the licensee;
(B) A description of the premises inspected;
(C) The hour and date of the inspection;
(D) A detailed statement of the condition of the premises; and
(E) Such other information as may be required by the Mayor.
Such reports shall be open for inspection to all persons interested therein.
