828.09   INSPECTION OF PREMISES PRIOR TO ISSUANCE OF LICENSE.
   Before any license is issued under this chapter, the City License Clerk shall report the application to the Chief of Police, the Health Commissioner, the Fire Chief and the Building Commissioner, who shall inspect, or cause to be inspected, the location and structures proposed to be devoted to the business of a junk dealer to determine whether they comply with all laws, ordinances, rules and regulations applicable to such business. Such inspection shall be made and a written report thereof filed with the City License Clerk within ten days after the application for a license is made.
