Any owner of a cart of other vehicle used in the business of selling frozen desserts shall pay an annual license fee in the amount specified in Section 868.01 for each cart and in the amount specified in Section 868.01 for each motorized vehicle used for the sale of such products. The license issued shall be affixed to such cart or other vehicle at all times.
