(A) It shall be the obligation of every person licensed under this chapter to ensure that an adequate number of qualified security personnel are employed and in attendance upon the teen entertainment center premises during and following each teen dance, or other form of entertainment, as is necessary to maintain order and ensure compliance with the laws of the State and the ordinances of the City. An "adequate number of security personnel" shall include at least two persons trained as law enforcement personnel, which may include off-duty Lima police officers. At no time shall fewer than twenty-five percent of the security personnel in attendance at a teen dance or other form of entertainment have training as law enforcement personnel. Those security personnel not having law enforcement training must have received formal training in crowd control by an agency not associated with the licensee. Additional security measures may be required from time to time by the Director of Public Works.
(B) It shall be the further obligation of every person licensed under this chapter to employ, during and following each teen dance or other form of entertainment, at least one off-duty Lima police officer to patrol the sidewalks and public areas abutting the teen entertainment center.
