No person shall add, permit to be added, sell or permit to be sold any goods, wares or merchandise which are not a part of the subject matter, as represented, of a sale which is claimed to be the result of fire, wreck, bankruptcy, closing out, going out of business or similar circumstances. No person shall bring any such falsely represented material into the place where such distress sale is being or is to be held. However, the provisions of this section shall not apply to judicial sales.
