814.04   SECURITY GUARD PROVIDERS.
   (A)   Any individual may be licensed as a security guard provider if he meets the following requirements:
      (1)   He has a good reputation for integrity and has not been convicted of a felony within the last twenty years or any offense involving moral turpitude;
      (2)   He has been engaged in security services work for law enforcement or for another public agency engaged in investigatory activities or for another security guard provider, or has acquired an equivalent experience or training;
      (3)   He submits evidence of comprehensive general liability insurance coverage in a manner and in an amount satisfactory to the Mayor;
      (4)   He pays the requisite license fees;
      (5)   He provides a bond satisfactory to the Director of Law in the amount of ten thousand dollars ($10,000);
      (6)   He completes a minimum basic course in police training which has been approved by the Mayor to qualify persons for positions as security guard providers; and
      (7)   He fulfills all State and local regulations pertaining to firearms if he is to carry a firearm while acting as a security guard provider, but nothing in this paragraph shall be construed to give a security guard provider any separate right to carry a firearm.
   (B)   The application shall be accompanied by:
      (1)   A recent full-face photograph of the applicant;
      (2)   A complete set of the applicant's fingerprints;
      (3)   Character references from at least five reputable citizens of the City, none of whom is connected with the applicant by blood or marriage; and
      (4)   A license fee in the amount specified in Section 868.01.
   (C)   Excluded from this section is an employee in the regular course of his employment, engaged in investigating matters pertinent to the business of his employer or protecting property in the possession of his employer, provided that such employee is not employed by, associated with, or acting for or on behalf of, any private investigator or security guard provider.
   (D)   Any revocation of a license issued under this section is subject to the revocation provisions of Section 802.09.
