Each application for a permit shall be accompanied by a fee in the amount specified in Section 868.01 for each courtesy bench. All permits shall expire at 12:00 midnight on December 31st of each year. Permits shall not be assignable, and no refunds or rebates shall be made when permits are revoked, except as otherwise provided in this chapter. All fees collected shall be paid over to the City Treasurer and placed to the credit of the General Fund.
