Every person engaged in the business of operating a cigar store or recreational center of a similar nature, containing card tables upon which card games by members of the public are permitted, shall obtain a license therefor and pay a license fee as provided in Section 868.01 per year for the first table and a separate fee as provided in Section 868.01 for every additional table. Such licenses shall comply with City ordinances and State law pertaining to such business and shall not permit gambling in any form in connection with the operation of such card tables.
