809.09   APPLICABILITY OF STATE OR FEDERAL LAW; SEVERABILITY.
   (A)   Notwithstanding the provisions set forth in this Chapter, the provisions in this Chapter shall be controlled by applicable State and Federal Law. Nothing in this Chapter is intended to be inconsistent with sections 1332.21 to 1332.34 of the Ohio Revised Code or the "Cable Communications Policy Act of 1984," 98 Stat. 2779, 47 U.S.C. 521 to 573, as amended. In the event any provision in this Chapter is inconsistent with an such applicable law, the applicable law shall control unless the City otherwise has the authority under the law to promulgate these regulations in this Chapter. Nothing in this Chapter shall be deemed to limit the City’s ability to enforce such additional laws, rules, or regulations that are not set forth herein but which the City has the right to enforce under applicable state or federal law.
   (B)   In the event any sentence, clause, section, part or provision in this Chapter is found to be unconstitutional, illegal or invalid, such unconstitutionality, illegality or invalidity shall affect only such specific sentence, clause, section, part or provision of this Chapter and shall not affect or impair any of the remaining provisions, sentences, clauses, sections or other parts or provision of this Chapter. It is hereby declared to be the intention of Council that this Chapter would have been adopted had such unconstitutional, illegal or invalid sentence, clause, section or part thereof not been included herein. This Chapter shall not apply to any person, firm or corporation, as to whom or which, it is beyond the power of Council to impose the regulations herein provided for.
