802.10 FEE FOR ISSUANCE WHERE NO CHARGE IS MADE FOR LICENSE.

Any person who obtains a permit or a license when no charge is made for the same shall pay the actual cost of preparing and issuing such permit or license, which is hereby established to be one dollar ($1.00).
