No holder of a Municipal license of any kind shall use or occupy any portion of a public sidewalk for the purpose of selling, displaying, exhibiting, storing or soliciting orders for any goods, wares or merchandise, nor shall any Municipal license holder impede the progress of or lay hold on any person upon a public sidewalk for the purpose of securing business of any kind.
