License certificates shall be framed or kept in a conspicuous place where a licensed business is carried on. A license plate furnished by the City shall be conspicuously fastened to each vehicle operated under any license herein provided for. Licensees with no established place of business, when engaged in such licensed business, shall carry with them such license certificates and shall exhibit the same to any City official, police officer or resident upon request.
