The occupations, businesses and trades, in addition to those otherwise regulated by other provisions of this Title Two or by separate ordinance, and the license fees which shall be paid therefor, shall be those trades, businesses and occupations set forth in the following sections of this chapter. The amount of the license fees for such trades, businesses or occupations and the regulations governing each of them shall be such as are specified in the following sections of this chapter. The amount of each and every fee hereinafter set forth is commensurate with the reasonable cost of the enforcement and regulation of each of such trades, businesses and occupations and with the cost of issuing such license.
