No person shall carry on, engage in or operate any of the trades, businesses or occupations set forth in this Title Two - Business Regulation of Part Eight - the Business Regulation and Taxation Code, within the corporate limits until such person has first obtained a license to do so as hereinafter provided, and has paid the license fees therefor, as hereinafter provided, with respect to each of the trades, businesses or occupations, and all such persons who are engaged in such trades, businesses or occupations shall conform to and comply with the regulations herein, heretofore or hereafter prescribed as to their respective trades, businesses or occupations.
