§ 648.19 INTERFERENCE WITH VEHICULAR TRAFFIC.
   (a)   No person shall interfere with vehicular traffic by remaining or wandering about in a public place and doing any of the following:
      (1)   Repeatedly beckon, stop or attempt to stop motor vehicles; or
      (2)   Repeatedly interfere with the free passage of other persons.
   (b)   For the purposes of this section, "public place" means any street, sidewalk, bridge, alley, or alleyway, plaza, park, driveway, parking lot or transportation facility or the doorways and entrance ways to any building which fronts on any of the aforesaid places, or a motor vehicle in or on any such place.
   (c)   Whoever violates this section is guilty of interfering with traffic, a misdemeanor of the fourth degree.
