(a) No person shall sell, offer to sell, give away, publish, distribute or circulate any pamphlet, periodical, newspaper or written or printed literature of any kind in the City containing a false or malicious libel of or concerning any person.

(b) Whoever violates this section is guilty of a minor misdemeanor. A separate offense shall be deemed committed each day during or on which a violation occurs or continues.
