Any fees required to be paid for parking in the parking lots established by this Chapter, or any other payments for the privilege of parking in said lots, are levied and assessed as fees to cover the cost of supervising and regulating the parking of vehicles in municipal parking lots; to cover the cost of the rental, purchase, supervision, protection, inspection, installation, maintenance, control and use of parking meters; to acquire, purchase, construct, maintain and operate off-street parking facilities; and to provide for the proper regulation and control of traffic upon the public streets.
