(a) All parking lots established under this Chapter shall be under the control and regulation of the Director of Public Works.
(1) The Director of Public Works is hereby authorized to establish rules and regulations governing the use, regulation, and control of such lots, which shall be kept on file in the office of the Public Works Director, Clerk of Council, and Police Department.
A. Such rules and regulations shall contain provisions regarding the payment for and use of Municipal Parking Lots by the public, City employees and elected officials of the City, and may contain provisions regarding the use of Municipal Parking Lots by employees of local media organizations or other official city visitors as determined appropriate.
(b) A violation of any provision, rule, or regulation established under this section shall be a minor misdemeanor, punishable in accordance with Ohio law for violations classified as minor misdemeanors.
