In order to provide for off-street parking for vehicles, municipal parking lots are established in the following locations, subject to such regulations as may be prescribed therefor:
(a) Municipal Parking Lot No.1: Located adjacent to and east of the Lima Municipal Center, at 50 Town Square, and west of Walnut Alley;
(b) Municipal Parking Lot No.2: Located at the southwest corner of E. High St. and N. Union St.;
(c) Municipal Parking Lot No.3: Located at the southwest corner of E. Market St. and S. Central Avenue;
(d) Municipal Parking Lot No.4: Located in the 100 block of N. Union, on the east side thereof, adjacent to and north of the Allen County Health Department building, excluding the first row of parking spaces immediately north of the Health Department Building;
(e) Municipal Parking Lot No.5: Located in the 100 block of W. North St., on the south side thereof, adjacent to and west of Cherry Alley and north of Mulberry Alley;
(f) Municipal Parking Lot No.6: Located in the 100 block of N. Union St., on the west side thereof, immediately north of the City Hall of Justice building and east of Walnut Alley;
(g) Parking Garage: The parking garage located at the northeast corner of Elizabeth and Market Streets;
(h) Other Building or Area Parking Lots: The Director of Public works may establish other off street parking areas on real estate owned by the City to provide parking for city employees and/or the public for the utilization of various public buildings or public areas.
