(a) Flag holders may be attached to the posts of street parking meters on legal holidays when the parking meters are not in use. Such flag holders shall not be used or attached at any time other than a legal holiday and shall not be used for any purpose other than display of the American Flag.
(b) Such flag holders shall be of a metal type, capable of being bolted to a parking meter post without injury to the same and, for purposes of uniformity and control, shall be subject to the approval of the City Engineer.
(c) By accepting the privilege of attaching such flag holders to parking meter posts, a person agrees to indemnify and save harmless the City from any and all claims or damages resulting from the attachment or use of the flag holders.
(d) No person shall attach or use flag holders on parking meters other than as herein described.
