As used in this chapter:
(a) "Operator" means every individual who operates a vehicle as the owner thereof, or as an agent, employee or permittee of the owner.
(b) "Parking meter space" means, for the purposes of parallel parking, a space approximately twenty-two feet in length along the curb, and for the purposes of diagonal parking, a space approximately nine feet along the curb, marked by appropriate lines in the street and with a parking meter set in place adjacent thereto.
