(a) The Mayor is hereby authorized to issue permits, licenses, or temporary easements allowing for certain uses of public streets, sidewalks, and other City property and public ways upon proper application by individuals, groups, or other entities and upon such terms and conditions as the Mayor deems appropriate. Such permission may be subject to the following additional requirements, as determined appropriate by the Mayor:
(1) Permitted uses for temporary purposes such as street closings for block parties or similar neighborhood activities shall not be granted for more than three (3) days.
(2) The Mayor may, when deemed necessary to protect the interests of the City, require with the application to the City proof of sufficient liability insurance, indemnification of the City, and/or a bond for potential loss due to bodily injury or property damage.
(3) A permit fee according to the following schedule:
A. City residents: $10.
B. Non-resident individuals: $25.
C. Non-profits principally located inside the City: $10.
D. Non-profits principally located outside the City: $25.
E. For-profits principally located inside the City: $20.
F. For-profits principally located outside the City: $50.
(4) A refundable litter-control bond in the amount of $100.
(b) Anyone denied a permit, license, or temporary easement under this section shall have the right to submit a written request for approval to City Council.
