No funeral procession or parade containing 200 or more persons or fifty or more vehicles, except the forces of the United States Army or Navy, the military forces of the State and the forces of the Police and Fire Departments, shall occupy, march, or proceed along any street except in accordance with a permit issued by the Mayor and the applicable provisions of this Traffic Code. Parade permits shall be subject to the following additional requirements:
(a) A permit fee according to the following schedule:
(1) City residents $10
(2) Non-resident individuals $25
(3) Non-profits principally located inside the City $10
(4) Non-profits principally located outside the City $25
(5) For-profits principally located inside the City $50
(6) For-profits principally located outside the City $100
(b) A refundable litter-control bond in the amount of $100.
