It shall be the duty of the Police Department, including meter maids and police aides, to enforce the provisions of this Traffic Code and State traffic laws and to make arrests for violations of such provisions. Police officers are hereby authorized to direct all traffic in conformity with traffic laws; however, in the event of a fire or other emergency or to expedite traffic or to safeguard pedestrians, officers of the Police and Fire Departments may direct traffic as conditions may require, notwithstanding the provisions of this Traffic Code or State traffic laws.
