The City Engineer is hereby authorized to:
(a) Close any street, alley, highway or other public thoroughfare located in the City for the purpose of construction, reconstruction, maintenance or repair or for any other reason determined to be in the interests of public safety;
(b) Designate and maintain, by appropriate devices, marks or lines upon the surface of the roadway, crosswalks at intersections where, in the Engineer's opinion, there is a particular danger to pedestrians crossing the roadway, and at such other places as the Engineer may deem necessary;
(c) Mark lanes for traffic on the street pavements at such places as the Engineer may deem advisable, consistent with this chapter and other provisions of this Traffic Code; and
(d) Determine and designate, by proper signs, distances not exceeding 100 feet at places where the stopping or parking of vehicles would create an especially hazardous condition or would cause unusual delay to traffic.
