(a) The City Engineer shall place and maintain traffic control devices and signs as required under this chapter and other provisions of this Traffic Code to make effective such provisions. He may place and maintain such additional traffic control devices and signs as he may deem necessary to regulate traffic under the traffic ordinances of the City or under State law or to guide or warn traffic.
(b) All traffic control devices shall conform to the Ohio Manual of Uniform Traffic Control Devices for Streets and Highways, as set forth in R.C. § 4511.09. All traffic control devices so erected and not inconsistent with the provisions of State law or this Traffic Code shall be official traffic control devices.
