Whenever the City holds title to any real estate included within territory sought to be annexed to the City by petition of any other owner of real estate, pursuant to Ohio R.C. 709.02, the Mayor, if he or she deems it to be in the best interest of the City, may sign such petition on behalf of the City and shall notify Council, in writing, of such signing.
