The Mayor shall provide in specifications and contracts for all public construction work that the contractor and successful bidder shall be required to employ local labor in the completion of such public work contract, unless such contractor and successful bidder, prior to the date of submitting his bid, has sufficient personnel within his employ to complete such work, or unless such contractor and successful bidder can establish to the satisfaction of the Mayor that he is unable to obtain such employees locally.
The Mayor shall have full power and authority to make such rules and regulations as may be required to effectuate the purpose of this section.
