272.07 NO MORAL OBLIGATION CLAIMS.

Any claim made against the City on the basis of a moral obligation, or otherwise for which there is not reasonable basis for legal liability against the City as determined by the Law Director, shall not be approved by the City officials set forth herein or by Council.
