In reviewing claims under this chapter, the reviewing City officials shall provide for or allow at least the following procedures:
(A) Notification to all claimants of a determination of their claim within 30 days after a determination is reached.
(B) A reasonable opportunity for all claimants to make a presentation or provide testimony or evidence regarding their claim.
