(a) The Youth Commission shall have the authority and responsibility for the governance and oversight of the Youth Commission, its functions and activities, and the approval of all expenditures from the Youth Commission Fund.
(1) The Youth Commission may adopt policies, rules, regulations, or other procedures for its operations. A copy of any such items shall be filed with Lima City Council.
(b) The Youth Commission may delegate to the Executive Team the authority for routine governance and oversight of operational and budgetary matters and the selection, supervision, training and professional development of the After-school Program Director and/or appropriate staff.
