271.01   ESTABLISHMENT; MEMBERSHIP.
   (a)   A Youth Commission is hereby established in and for the City. The Commission shall consist of six members, as follows:
      (1)   The Mayor of the City of Lima;
      (2)   The CEO of the United Way of Greater Lima;
      (3)   The Executive Director of the Mental Health Recovery Services Board of Allen, Auglaize, and Hardin Counties;
      (4)   Judge of the Allen County Court of Common Pleas, Juvenile Division;
      (5)   The Superintendent of Lima City Schools;
      (6)   The Principal of Saint Gerard Catholic School.
   (b)   Any member may appoint a designee to act in the member's absence with the same authority as the member.
   (c)   No member of the Commission or their designee need be a resident of the City, with the exception of the position of Mayor.
   (d)   Co-chairs. The Mayor of the City of Lima, and the respective Executive Directors/ Chief Executive Officers of the United Way of Greater Lima and the Mental Health Recovery Services Board, shall serve as co-chairs of the Youth Commission. Co-chairs are responsible for ensuring that the Youth Commission functions in accordance with its established rules, regulations, or other procedures; that there is full participation during meetings; that all relevant matters are discussed; and that effective decisions are made and carried out. Co-chairs shall also serve as spokespersons for the Youth Commission.
   (e)   The Commission Members shall designate an Executive Team. The Executive Team shall be comprised of one key decision maker from each of the City of Lima, the Mental Health Recovery Services Board of Allen, Auglaize, and Hardin Counties, the United Way of Greater Lima, Lima City Schools, Lima Catholic Schools, and the Allen County Court of Common Pleas - Juvenile Division.
