Full authority is hereby given for the proper officials of the Recreation Board to determine the rate of wages to be paid for the services of independent contractors, such as referees, umpires, cashiers, scorekeepers, gate keepers and others, the nature of whose service is contractual as well as fluctuating from season to season and from year to year.
