One member of the Recreation Board shall be appointed for a term of one year, one for a term of two years, one for a term of three years, one for a term of four years and one for a term of five years; thereafter, all appointments, except to fill vacancies, shall be for a term of five years. All appointments for the purpose of filling vacancies occurring otherwise than by expiration shall be for the unexpired term and shall be filled in the same manner as the original appointments.
