(A) The Urban Forest Council shall choose its own officers, make its own rules and regulations and keep a journal of its proceedings. There shall be a Chairman, Vice-Chairman and Secretary of the Urban Forest Council. The Chairman and Vice-Chairman shall be elected annually in December for the upcoming year. The City Forester shall serve as Secretary.
(B) The Urban Forest Council, when requested by Council, the Mayor or the City Forester, shall consider, investigate, make findings, report and recommend upon any special matter or question coming within the scope of its work.
