Commencing in year 2016, and every five years thereafter, a review and report as to the adequacy of the Charter of the City of Lima shall be submitted to the Council by a Charter Review Commission. The Charter Review Commission shall be comprised of one elector from each ward, plus three electors from the City at-large. All members shall be appointed by the President of Council.
