For each town retired employee with at least 15 years of service to the town, and who retired prior to January 1, 1993, water and sewer services shall be furnished, without cost, to the residence of the employee for the remainder of his or her life; upon the death of the employee, such free services shall continue to be provided to the residence of the employee’s spouse for his or her lifetime; provided that such fee services shall terminate at such time as neither the employee nor the spouse remains in the residence.
