(A) Prior to turning on the supply of water from a town water main to any property which is connected thereto, the tenant of such property shall deposit with the officer who collects the town water and sewer service charges a water service deposit in the amount as established by the town from time to time.
(B) The deposit as required by this section shall be chargeable for water and sewer service charge bills that become delinquent; and no deposit shall be refunded until the service is discontinued, and then only to the extent of any surplus over any unpaid service charge bill due or to become due.
