Initial appointment of the members shall be as follows: One member for a term of three years and one member for a term of two years and one member for a term of one year. Thereafter as the expiration of the appointment of each member, the new member shall be appointed for a full three-year term, to take office on the first day of October, so that the terms of office shall be staggered. The seat of any member who shall be absent from three consecutive regular monthly meetings shall be deemed to be vacant.
