Initial appointment of the members shall be as follows: one member for a term of three years from in town; two members for a term of two years, one from town and one from out of town; and two members for a term of one year, one from in town and one from out of town. Thereafter at the expiration of the appointment of each member, the new member shall be appointed for a full three-year term, to take office on the first day of March, so that the terms of office shall be staggered. The seat of any member who shall be absent from three consecutive regular monthly meetings shall be deemed to be vacant.
