(A) The Board shall adopt rules and regulations for its governance and for the transaction of its business, and shall keep a record of attendance at its meetings and minutes of recommendations, findings, and determinations showing the vote of each member of each item requiring a vote. The records of the Board shall be a public record.
(B) The quorum for a meeting of the Board shall be at least 50% of the non-vacant seats on the Board. The Board shall meet on a bi-monthly calendar.
