When a property owner proposes to construct a sidewalk, curb and gutter so as to abut his or her property, at his or her own expense, the town shall furnish the proper standards for such curb and gutter so that said curb and gutter is placed in proper relation to center of street and property line for drainage and alignment. The property owner is responsible for payment of any and all applicable charges for such services of the town.
