It shall be unlawful for any person to erect upon the streets or sidewalks of the town, or at the margin thereof, any traffic sign or traffic-control signal or device of any description, except such as may be specifically authorized by the Town Manager, or by an officer or agent of the town acting under authority of the Town Manager.
