The Department of Transportation with reference to state highways, and local authorities with reference to highways under their jurisdiction, are authorized to control vehicles by erecting or installing signs, signals or other traffic-control devices. Unless otherwise provided by the Town Manager in any instance, such erection or installation shall be executed under direction of the Director of Public Works.
